JOB SUMMARY: The Controller is responsible for managing and overseeing the financial operations of the hospital district, including budgeting, financial reporting, accounting, and internal controls. This role ensures the accuracy and integrity of financial data, compliance with regulatory standards, and supports strategic financial planning. The Controller will work closely with executive leadership to provide insights and recommendations that support organizational goals and financial stability. Key responsibilities include overseeing accounts payable and receivable, preparing financial statements, coordinating audits, and supervising finance staff. JOB QUALIFICATIONS:
Education and Experience Equivalency:
- Bachelor's degree in Accounting, Finance, or a related field is
- In lieu of a degree, a minimum of 8 years of progressively responsible experience in accounting or finance, particularly in healthcare, may be considered.
Experience:
- Minimum of 5 years of experience in accounting or finance, with at least 2 years in a supervisory or management role.
- Prior experience in healthcare finance, especially within a hospital district or healthcare organization, is strongly preferred.
Technical Skills:
- Proficiency in financial management software, accounting systems, and Microsoft Office Suite, particularly Excel.
- Strong understanding of GAAP (Generally Accepted Accounting Principles) and financial reporting standards.
- Familiarity with healthcare reimbursement, Medicare and Medicaid regulations, and financial compliance in the healthcare industry.

- Ability to analyze complex financial data, generate meaningful insights, and make recommendations to support financial decision-making.

ESSENTIAL FUNCTIONS:
Financial Oversight and Reporting: Ensure the accurate and timely preparation of financial statements, including income statements, balance sheets, and cash flow reports, providing leadership with a clear picture of the Hospital District's financial health.
Budgeting and Forecasting: Lead the budgeting and forecasting processes, collaborating with department heads to create budgets that align with strategic goals. Monitor budget adherence and analyze variances to support financial decision-making.
Internal Controls and Compliance: Develop and enforce internal controls to safeguard financial assets and prevent fraud. Maintain compliance with relevant federal, state, and local regulations, particularly in healthcare finance.
Cash Flow Management: Monitor cash flow to ensure sufficient liquidity for operational needs, making adjustments as needed to support District priorities and financial health.
Accounts Payable and Receivable Management: Oversee the accounts payable and receivable functions, ensuring timely and accurate processing of financial transactions to support cash flow and vendor relationships.
Fixed Asset Management: Maintain an accurate inventory of all fixed assets, including those purchased with government funds (e.g., SHIP, IGT, COVID), ensuring compliance with regulatory guidelines and accurate reporting of depreciation.
Audit and Regulatory Compliance: Coordinate with external auditors (e.g., Lutz, Forvis) during audits, preparing necessary documentation, addressing audit findings, and managing regulatory filings such as cost reports, UC, DSH, and 855 forms.
Financial Policy Development and Implementation: Develop, document, and implement financial policies and procedures that promote efficiency, transparency, and compliance within the Hospital District.
Contract Development and Negotiation: Assist in the development, renegotiation, and management of contracts to ensure favorable terms that align with the Hospital District's financial goals and regulatory requirements.
Training and Development of Financial Staff: Educate the revenue cycle team and other associates on financial management principles to build financial acumen across the organization.
Financial Analysis and Cost Management: Analyze financial data to identify cost-saving opportunities and areas for financial improvement, providing insights to support operational and strategic initiatives.
Collaboration with Executive Leadership: Work closely with the CEO/Administrator and other executive leaders to implement the strategic vision, providing financial insights that support planning and decision-making.
Monitor Banking and Investment Activities: Oversee banking activities, manage relationships with financial institutions, and ensure efficient management of funds to meet District needs.
Board and Committee Participation: Attend Board and Manager meetings and other assigned meetings to provide financial insights, updates, and support the District's mission.
Financial Systems and Process Optimization: Maintain and optimize financial systems to ensure accurate record-keeping, secure financial data, and efficient workflows.
