Jefferson County is seeking a Budget and Strategy Director who is responsible for the planning, development, implementation, preparation, and oversight of the county's annual budget, capital and strategic plans. This position provides direction and technical coordination in developing financial outcomes, strategic goals and measures, budget policies, grants, preparing multi-year forecasts, performing high level fiscal analysis, and preparing financial reports to county leadership.
The Budget and Strategy Director reports directly to the Chief Financial Officer and offers guidance to leadership and other government entities on budget process and implementation strategies. This position monitors the overall financial health of the county, seeks opportunities for revenue diversification for long term sustainability, and fosters a countywide culture of financial stewardship. Provides strategic financial analysis and makes appropriate recommendations related to various county initiatives. Prepares for the adoption of the annual budget by resolution and develops resolutions through the year to amend the budget. Certifies the mill levies annually. Participates in the development and achievement of countywide goals and objectives.

SCHEDULE: This position operates on a four-day work week (Monday-Thursday) with occasional Fridays and evenings, when necessary. This position is hybrid, with both remote work and in-office work as needed.
COMPENSATION: Hiring Range: $140,000 - $155,000 USD Annual. Compensation will be determined based on education, experience and skills.

Minimum Qualifications:
Experience: Five years of progressively responsible experience in accounting, business, finance or economics, AND, a minimum of three years of supervisory experience;
Education: Master's Degree in Accounting, Public Administration or Business Administration/Management;
NOTE: An equivalent combination of education and experience is acceptable.
Preferred Knowledge, Skills and Abilities:
Industry-specific Knowledge:
Substantial experience in budgeting and interpreting legislative impact as it relates to fiscal operations, ideally within a public sector or government setting.
Experience with budgetary management of state and federal grants.
Solid understanding of Colorado and County financial principles.
Knowledge of, and experience with, capital markets, bonds, securities, short-term financing vehicles, and other capital financing mechanisms.
Solid understanding of TABOR and other Colorado revenue limits.
Technical Skill set:
Technical competence in accounting, math, analytics, forecasting, economics and financial regulations.
Workday ERP (Enterprise Resource Planning) system experience preferable.
Certified Public Finance Officer (CPFO) designation by the Government Finance Officers Association (GFOA) is preferable.
Soft Skillset:
Strong emotional intelligence and demonstrated leadership ability to mentor and lead individuals and teams in process excellence, manage projects and solve problems leading toward required outcomes.
Collaborate strategically with internal and external partners to promote economic vitality and opportunity.
Excellent communication in presentations, written communication, and oral discussion with demonstrated ability to communicate complex information to a wide variety of audiences.
Strong analytical skills, attention to detail, and problem-solving abilities to manage an organization-wide, complex budget with multiple fund sources and calendars.
